National Standard for Certification of Plantation Forest Management in New Zealand

The NZ Standard Development Group (SDG) are pleased to announce that the second public consultation draft of the FSC National Standard for Certification of Plantation Forest Management in NZ is now available for comment and feedback.

The revised version is attached. The SDG were grateful to receive feedback from 19 stakeholders in the first consultation in 2107 and have since met in person on four occasions to consider each point.

The SDG decisions on submissions can be found in the attached Summary of Submissions and SDG Rationale. Consultation is open until Friday 22 June 2018.

The SDG is most interested in comment on indicators that have been amended following the first consultation which can be found in the Summary of Submissions and SDG Rationale spreadsheet. Whilst the SDG were able to agree on the majority of amendments there were three where a final consensus was not achieved. In these cases the SDG have provided their best interpretation of the FSC International Generic Indicators with feedback from stakeholders and the SDG’s understanding of the issues.

The SDG in particular urges stakeholders to provide comment and direction on these matters as follows:

  • 2.4.2 Living Wage
  • 6.7.1 – 6.7.9 Riparian Margin Management
  • 6.7.13 – 6.7.16 Very High Risk High Erosion

Throughout – Scale, intensity and risk FSC requires standard developers to consider and provide for the FSC concept of scale, intensity and risk (SIR). The NZ Standard Development Group has addressed Scale Intensity and Risk in two ways, by including a third category of forest size class. Small forests are less than 100ha, medium forests are greater than 100ha and less than 1000ha, and large forests are greater than 1000ha in size.

Primarily the standard is developed for medium to large plantation* operations, so SIR is already inherent in the proposed indicators. Within the Standard SIR has additionally been addressed by attributing, where necessary, either a Small, Small /Medium, or Large qualifier either as an indicator, a verifier or as guidance.

Please note that the indicators have not taken into account the RMA National Standards for Plantation Forestry Regulations (NES-PF) which was made public after the SDG have completed their revisions. Submitters are also asked to consider how the NES-PF could be incorporated into the standard.

Note for submitters: the FSC Principals and Criteria are included in the draft standard in bold and denoted by with a single (i.e. 1) or double (i.e. 1.1) number respectively. These cannot be changed through this process. Submitters should comment on indicators (with a triple number i.e. 1.1.1), verifiers, guidance, the Glossary and the Annexes.

The key documents for stakeholders to consider are:

  • Draft version 3.5 FSC National Standard for Certification of Plantation Forest Management in NZ – This is the current draft for submissions.
  • 1st consultation – Summary of Submissions and SDG rationale – This is the summary of SDG decisions on submissions from the first consultation.
  • Comments Feedback Form – This is he preferred form for feedback, however, the SDG will consider comments in any form or method.
  • FSC International Generic Indicators – These are the original indicators for each Criteria that the SDG used as the starting point for the standard revision – do not submit on this.
  • FSC National Standard for Certification of Plantation Forest Management in NZ - September 2013. This is the current operative standard for plantation certification in NZ – do not submit on this.

The SDG is also pleased to deliver a “world first for FSC”, the publication of a downloadable high resolution map showing he location of certified forests around the country with links to certification holders.
